These gardens, as they are today, were enclosed between 1776 and 1780 on three sides by elegant apartment houses and ground level shopping arcades trimmed with a magnificient uniform facade. The basements and the first floors housed cafés, restaurants, and gaming houses. Designed by the well-known architect Victor Louis, who designed the present Theatre Francais, they were owned by the Duc d'Orleans. The three main streets which resulted were named after the younger Orléans brothers, Valois, Montpensier and Beaujolais. The duke forbade the police to enter these gardens and imposed his own rules. The archades were enclosed off at 1 am in summer and 11 pm in winter; ordinary soldiers, delivery boys, and women in aprons were not permitted. The popularity of the gardens was immediate. It became fashionable to stroll in the archades during the evening, admiring the military uniforms, the beauty of the ladies of easy virtue, and the richness of the gaming houses. Americans, from Thomas jefferson to Washington Irving, commented upon their pleasure at walking here. When gambling was stopped in Paris at midnight, 31 December 1837, the gardens lost their appeal and took on the air of sadness they have had ever since.
